A copy of the records on contracts.ocp.dc.gov, the website where DC's Office of Contracting and Procurement publishes contracts, purchase orders and payments, as we pulled them. About this source. Not a complete record of District contracting or spending.
What DC is about to buy. A solicitation is the District's public request for bids, quotes or proposals. First the ones open when we pulled, soonest closing first; then every solicitation back to fiscal year 2013, searchable and filterable. The full documents are on DC's solicitations search.
A solicitation is an RFP (request for proposals), RFQ, IFB (invitation for bids) or RFI (request for information, which only asks questions). RFQ can mean a request for quotations or a request for qualifications, which asks only for vendors' qualifications. Here it mostly means quotations. DC's site lists each one with a title, agency, market type, closing date and the contract specialist to contact. It publishes no description, posting date, dollar value or commodity code, and doesn't say which contract a solicitation led to. Every value here is as the District entered it.

Closed solicitations come from DC's archive, which files each under the District fiscal year (1 October to 30 September) it closed in. Filter by agency, market type, fiscal year, or open or closed with "+ Add filter".
Count the filtered solicitations by one or two fields. A solicitation that names several agencies counts once, under their combined name, here and in the agency chart. The agency filter matches each agency it names.
