One row per payment line, as DC's site lists it, including the lines no contract page can reach: most carry no
contract number, or one not on DC's published contract list. The amount summed is each line's voucherAmount. DC's paymentAmount, shown as check total, is the total of the whole check run, repeated on each of its lines,
and is never summed. Agency, vendor and contract number are as entered.
Group the filtered rows by one or two fields. Every value is as the District entered it.
