DC procurement data

A copy of the records on contracts.ocp.dc.gov, the website where DC's Office of Contracting and Procurement publishes contracts, purchase orders and payments, as we pulled them. About this source. Not a complete record of District contracting or spending.

What DC's portal leaves out

What DC's Contracts and Procurement Transparency Portal doesn't tell you, or gets wrong: contracts some agencies leave off it, payments with no contract number, option-period amounts that don't match the paperwork, and more. Each has a count, and many link to the records.

Agencies outside OCP's authority

DC's site has a page of "Non OCP Agencies": agencies that buy under their own authority instead of the Chief Procurement Officer's. The site links out to each. Most of their contracts aren't on the contract list, though many of their purchase orders and payments are.

Other agencies with orders or payments but no contract

Payments that point to no listed contract

Each payment line has a contract number field. Most lines leave it empty, type something other than a number into it, or give a number the contract list doesn't have. Those payments can't be tied to a contract's terms, ceiling or documents.

Purchase orders without a description or contract

Option-period amounts

Records the search stops returning

Contract fields left blank

Counted over every option period on the contract list, including periods its search no longer returns. "Contracts" counts a contract when the field is blank on every one of its periods.
